4th WALL BREAKING: She's not exactly from a specific series, but if you find a wall to break go ahead and do it!
THREADJACKING: Go for it.
BACK THREADING: Do eet~
MIND READING: Lily has absolutely no defenses against mind reading.
LOCATION SENSING: I'd be cool with it.
TELEPATHY: I'm not sure how she'll react to it, but like the mind reading, there's no defenses against it.
FIGHTING CAPABILITIES: While Lily will hold her own, taking and advantage possible, she's not a fighter type of person.
INJURY/DEATH: I tend to imagine Lily getting injured will lead to the amusement of everyone playing. Death, I'd like to plot before hand, but attacking and injuring can happen rather easily if it just seems to work out while playing. She will defend herself and think of something to even the score, though.
MEDICAL/PHYSICAL INFO: Any dermal breaks will have Lily vulnerable to her own toxins, and make it more concentrated, thus more effective to others.
ROMANCE/RELATIONSHIPS: Lily doesn't actually do romance. Not sincerely, at least, though I suppose it's not completely impossible. I'd be okay with the attempt, and see where it goes! It might be perpetual friend zone, be warned.
SEXUAL RELATIONS: Sex doesn't mean anything to Lily, save for being another field of having an advantage over the other person(s). Even if it's not obvious to the other, she acts with the idea that it's her letting them feel the way they do. Sexual relations have a risk, however, which you should see below. Also, personally I'd like to handwave/fade to black as I'm not personally comfortable with it anymore when it gets to a certain rating. At least, most of the time. If anything, I'll request that if I start feeling uncomfortable with it.
PHYSICAL CONTACT: She handles casual and positive physical contact rather well. It just comes with risks if prolonged. (See below.)
PERMISSIONS FROM YOU:
Lily, as a mutant, has the ability to release toxins from her skin (and mouth.) Normally the effects are temporary and aren't cause for immediate danger. Various effects range from euphoria, hormonal and pheromone changes, audio, visual and physical hallucinations similar to the effects of various other drugs, heightened blood pressure and heart rate, over to more dangerous effects like anaphylaxis, paralysis, blindness, tachycardia, and even necrosis. It's not a skin or blood contact situation, but more an area of effect. Her breath has the lightest concentration, but can spread out the furthest. Her pores, through effects similar to sweat, don't immediately spread out far. So while the concentration is higher than her breath, it can accumulate in the area and spread out if in a certain place long enough. For example, after a while her bedroom could be very... effective. Saliva, due to typically being ingested or at least having direct contact, also contains the highest concentration of toxins.
It's possible to tell when Lily is releasing dangerous toxins by the concentration and vibrancy of color in her eyes. Unless otherwise noted, as said above the toxins will release effects temporary and not dangerous to one's health. The only way that these effects would be dangerous is by your choice. Whether you decide that there's a component that triggers a reaction, or if you have your character react in a manner that endangers themselves and/or others.

1b. If no, is there an in-character reason as to why it wouldn't affect your character? Would you be willing to compromise with things like tolerances and minimizing what can happen?

Lily is from a world where Doctor Who is still relevant. At least the new series and Torchwood is still easily accessible. She's also seen maybe... 2, 3 episodes of the Sarah Jane Adventures? The beginning episodes and Death of the Doctor episodes. Because of this, she has information about them. It's very possible that Lily will turn into a giggling fan and ramble.

- The fact that she knows their names and who they are (in the sense of 'time lord, companion, or Torchwood.)
- Information revealed in the shows, and what's happened. (If you want it to be limited up to a certain point in the show, lemme know. Also any information in particular that you don't want her to spoil.
- That she knows all this stuff because there's media franchises on it.
